Best states to take advantage of high tech

What do you do with all the money you made when you were a junk bond king? If you're Michael Milken, you start your own think tank. The Milken Institute recently published it's 2004 ranking of the states who are in the best/worst position to take advantage of a high tech economy. Massachusetts is at the top, Mississippi is at the bottom. Where's Ohio, you ask? Where do you think? The middle. Yep. Good old average Ohio. #24. The good news is, we're up from #27.
