'Even smaller organizations do better when they know what their place is in the whole picture, and sometimes the faster-cheaper-better arguement breaks down into "don't have no budget because I'm competing with fifteen other agencies for the same nuggets (either private or public)" and now you have competition of ideas and efforts rather than concerted effort. I think the question isn't "is _____ more efficient than ____" but should be "does ______ know what it is doing in the context of what ______ is doing?" which if done right builds the efficiencies.'
