One way out is to copy a promising initiative from Maryland: establish the Ohio Workforce Corporation. The Maryland corporation is a quasi-public corporation that works with the fragmented workforce and higher education systems to deliver fast solutions.

77 percent of jobs will require some sort of post-high school to four-year degree, which includes apprenticeship programs. Maryland Workforce is working on projects to accelerate the time it takes to get a credential and then a job.
