      Ed,

      These are great links – thanks! Would love to learn more about the S. Carolina tax sharing – have you been involved with this? Let’s make sure the NEO Mayors and Managers check it out as a model.

      Hope turn out will be strong for the Hudson regionalism discussion – good to see this conversation moving past the “yes/no”, “for/against” mentality to the more thoughtful consideration of “what kind” of regionalism.

      I have not worked with these folks, but the approach makes a lot of sense.

      States like Virginia have been at this for a while (state authorizing legislation started in the late 1970’s.) These efforts started as a way to reduce pressures for annexation, but as economic development has moved more regionally in the past two decades, the motive for revenue sharing has shifted.

      Ohio’s legislation authorizing Joint Economic Development Districts — a more limited idea — passed in the early 1990’s, I think.
