		<description>So the discount to an Arts Entrepreneur program only goes to those who are a part of an existing service organization.  Aren&#039;t the people who could truly benefit from this program those not affiliated? This would seem to be one of the more important programs that CPAC organizes and the tobacco tax funds.</description>
