In an e-mail, Roldo makes a good point: Ownership is irrelevant.

    Probably true.

This project takes the cake as the goofiest public development project I’ve seen in 25 years in economic development.

The ownership question is indeed a red herring. Just as the agreement, such as it is, is characterized as “an agreement to agree (or to get out if we don’t),” the public answer to the ownership question will be the product of spin, not negotiation.

Because again, remember, whether built with taxpayer money or not, the principals consider this a private deal. They’re going to do what they want, the language will be what it is, and they have zero concern whether you get it or like it or not.

The Commissioners are just the stalking horses. They have some exposure, because they have to win elections every four years. The Men Behind The Curtain, aided by The Imperial Bureaucracy, are gonna get paid anyhow.
