The storm surge in Galveston hit about 12 feet above the mean low tide. (High tide hit Galveston about 4AM according to the tide tables.) That would have just about covered the island. The dip in the graph shows that the eye passed over Galveston about 3AM.
The city manager estimated that 40% of the population (about 20,000 people) failed to evacuate. Obviously, not enough people had read about Isaac’s storm. A tragedy is unfolding.
Update: Picture of Galveston from The New York Times:

A friend from Galveston writes:
The Island, as I’m sure you’ve seen on TV, is a mess. There is water everywhere and at least 17 buildings have been burned or knocked to the ground, including the Balinese Room, an old Galveston landmark. Like many others, our family home on Driftwood Ln. did not fare well. Apparently, the entire back portion of the house, where my parents’ bedroom is located, is trashed, as winds broke through a window and door. . There is water throughout the house…it’s likely that Galveston will be without power for at least a week and it may be days before they let people on the Island.

Strange how history repeats itself. I especially liked the reference to “hubris of man”. I wonder if anyone in this region will take heed.

What do you mean be “Obviously, not enough people had read about Isaac’s storm”? Who is going to be responsible for them?

Who is going to be responsible for them?
What does your question mean?
